本《报告》对开放规律的理论研究成果和对人类开放实践的梳理均揭示，开放的确会使一国面临的风险因素增加，但也会使其在同外界的贸易、投资、信息等交流中壮大实力，提高维护安全的能力，同时通过与外界增进互信、深化利益捆绑，获得更为稳定的外部环境。国家安全和世界安全问题的根本出路，是倡导共同、综合、合作、可持续的安全观，在开放与安全间做出更高水平的平衡。

开放能力是决定国家开放度的基础性力量。得到一国开放能力保证的开放度，是该经济体的合意开放度。在合意开放度下，经济体越开放就越发展、越发展就越安全。人们不应只强调开放的安全性，而偏废安全的开放性和发展性。

国家开放能力要在世界范围内的竞争与合作中培育而成。一国应最大化利用自己的开放能力，追求最大合意开放度，也就是最优开放度，以获取更多的开放净收益。开放能力位居前列的国家，即使达到甚至超过合意开放度，仍应充分利用自己强大的开放能力，提高世界开放均衡水平，推动自身和其他国家实现各自的最优开放度，在更高开放水平上推动构建人类命运共同体。

The following text is based on the speech of Academician of the Chinese Academy of Social Sciences, Director of Institute of World Economics and Politics Zhang Yuyan at the “Press Release and International Symposium on World Openness Report 2023” :

The Report results of the law of openness and the review of the practice of openness reveal that openness will indeed increase the risk factors faced by a country, but it will also enable it to strengthen its strength in trade, investment, information and other exchanges with the outside world, improve its ability to maintain security, and at the same time, enhance mutual trust and deepen the binding of interests with the outside world, and obtain a more stable external environment. The fundamental way out for national security and world security is to advocate a common, comprehensive, cooperative and sustainable security concept and strike a higher level of balance between openness and security.

The capacity for openness is the basic force that determines the degree of national openness. The degree of openness guaranteed by a country's capacity for openness is the desired degree of openness of that economy. Under the desirable degree of openness, the more open an economy is, the more development it will have, and the more development it will have, the safer it will be. People should not only emphasize the security of openness, but ignore the openness and development of security.

A country's capacity for openness should be cultivated through worldwide competition and cooperation. A country should make the best use of its opening capacity and pursue the maximum desirable opening degree, that is, the optimal opening degree, in order to obtain more net benefits from opening up. Even if a country with a leading capacity for openness reaches or even exceeds its desired level of openness, it should still make full use of its strong capacity for openness, raise the level of openness in the world, promote its own and other countries to achieve their own optimal degree of openness, and promote the building of a community with a shared future for mankind at a higher level of openness.
